Cash from S+S ISA to Cash ISA

In this situation, which ISA provider is responsible for ensuring that the cash is genuinely from an existing ISA?

My instinct tells me it must be the Bank that is receiving the funds.

I ask because there is a delay in the transfer, but neither organisation seems to know how to handle it!!
